Who approves a mobile phone base station?

There are rules telcos must follow to install mobile phone base stations. The decision on who approves a base station depends on several planning factors, including: the classification/zoning of the land. To find out if a base station requires approval under local government, state or territory planning law, please contact your local council.

Who decides the location and timing of mobile phone base stations?

The location and timing for the deployment of mobile phone base stations are commercial decisions determined by the relevant Telco having identified areas which would provide the greatest coverage for use by the community. The Australian Government does not have a role in these decisions.

Do I need a planning permit for a telecommunications facility?

This code sets out circumstances and requirements under which land may be developed for a telecommunications facility without the need for a planning permit, and also the required steps when a permit is required. Telecommunications facilities include: any line, equipment, apparatus, tower, mast, antenna, tunnel, duct, or hole.

What if a carrier does not follow the EME code?

The code requires the carrier to make site EME assessments in accordance with an ARPANSA prediction methodology and report format. You can complain if you think a carrier has not followed the code. We put EME safety rules in radiocommunications licences, including those used by carriers and broadcasters.
